The 2019 Federal Scorecard reflects the National Defense Strategy and considers the U.S. government’s trajectory in the era of Great-Power Competition. The Federal Scorecard is based on data-driven analysis that objectively measures whether or not the National Security Enterprise is indeed investing its resources in alignment with the National Security Strategy and National Defense Strategy.
The National Security Strategy and National Defense Strategy are calls for action to ensure the U.S. government is making large-scale shifts in resource investments to maintain a competitive advantage. Data-driven analysis is essential to inform strategy and planning, and address head-on the complex and controversial tradeoffs confronting the Department. Clear and actionable metrics that allow DoD leaders to measure lethality, performance, innovation, and affordability are crucial to strategic competition.
