NAVY TAKES FLIGHT AS AIRCRAFT DOMINATES SPENDING

Navy is the top-spending agency for the third consecutive year, as a focus on recapitalization and modernization of aircraft and ships drove contract obligations. In recent years, procurement of aircraft has outweighed spending on ships and the gap between the two grew more pronounced in FY15 compared to FY14. We forecast that the spending gap will remain through FY18, when ship contract obligations catch up with aircraft outlays.
