Spending has declined across Army’s top products and services. Despite the decline, the major systems integrators, such as Lockheed Martin, Raytheon and General Dynamics, managed to fare well. Spending cuts affected a variety of service providers, including Bechtel, DynCorp and CSRA. The biggest winners are truck OEMs Oshkosh and AM General, which both kicked off multi-year procurement programs.
