A surge in contracts gave more vendors the opportunity to compete for HHS spending. Established pharma companies, including Pfizer, Merck, Sanofi and GlaxoSmithKline, dominated HHS’s largest category, Drugs & Biologicals. General Dynamics IT and Serco captured the most Professional Support spend, the agency’s second largest category. CSRA, Lockheed and Northrop rose in rank from higher IT & Telecom spending.
